NEW WARGAME “FOUGHT” AT HOOVER INSTITUTION—INFLUENCES U.S. SECURITY POLICY

On February 3, Hoover fellow Jacquelyn Schneider hosted the Hoover Maritime Crisis Wargame. It was part of a wargame series designed by Schneider to explore the relationships among new technologies, conventional military capabilities, and nuclear stability in a hypothetical conflict scenario. Results from previous games have informed U.S. weapons acquisition, arms control efforts, campaign design, and foreign policy. HOOVER EXAMINES USE OF EMERGENCY POWERS IN LIGHT OF COVID

“In a constitutional democracy, who has the authority to suspend economic activity or limit personal freedom in an emergency?” That question and other issues are the focus of the new Hoover Press book, Emergency Powers in the Time of COVID, edited by senior fellow Morris P. Fiorina. The analysis concentrates on the utilization of emergency powers in a society in which the legitimacy of authority derives from the consent of the governed. Read more here.

HOOVER FELLOWS PROBE THE COMPARATIVE VALUE OF CLIMATE CHANGE RESPONSES

On a recent episode of “Goodfellows”, senior fellows Niall Ferguson, John Cochrane, and H.R. McMaster talked with climate policy expert and visiting fellow Bjorn Lomborg. Hosting the conversation was distinguished policy fellow Bill Whalen. The group discussed Lomborg’s analysis weighing climate change responses against potentially better investments, such as curbing HIV/AIDS, malaria, and hunger, and leveraging free trade and economic development to improve living conditions in impoverished lands.
