Orange beats Biddle in final vote count for D.C. Council race


Vincent Orange, who appeared to have a narrow win in the April 3 Democratic primary for an at-large D.C. Council seat, was confirmed as the winner Friday. D.C. Election Board officials said Orange edged into a 1,746-vote lead over challenger Sekou Biddle, an apparent victory of about 3 percent.
